Face Covering is Now Mandatory in San Carlos.

County-Wide Order.
Last week, the San Mateo County Health Officer issued an order requiring all individuals to begin wearing face covering when they are in the public pursuing essential activities. That order was issued on April 17th, and becomes enforceable today. It's a serious order, with violations carrying a potential misdemeanor charge and fines of up to $1,000. Considering that we've been in a shelter-in-place mode for over a month, I'm actually a little surprised that this order wasn't actually issued earlier, given what we know about the ease of transmission of this virus.
